House Passes Barrow, Lamborn Amendment to DoD Appropriations Bill

Legislation would prevent thousands of furloughs at Ft. Gordon for FY 2014.

WASHINGTON – On Tuesday, July 23, the House of Representatives passed a bipartisan amendment to the Fiscal Year 2014 Department of Defense (DoD) Appropriations bill that was authored by Congressmen John Barrow (D-Ga.) and Doug Lamborn (R-Colo.) to prohibit civilian furloughs within the DoD.  The amendment, also cosponsored by Congressman Beto O’Rourke (D-Texas) and Congresswoman Lynn Jenkins (R-Kan.), keeps in place spending reductions within the DoD, but ensures that those cuts are made from other areas within the department’s budget.

“With more than 3,200 folks facing furloughs in the 12th District alone, it’s more important than ever for us to work together to find a solution,” said Congressman Barrow.  “This common sense proposal will ensure that civilian employees at Fort Gordon don’t face furloughs again after October 1st.  We’ve still got work to do, but I refuse to accept the status quo of gridlock.  I’m going to keep on doing all I can to support these folks who are facing a 20 percent reduction in pay through no fault of their own.”

Despite opposition from some in his own party, Congressman Barrow’s amendment to the appropriations bill was approved by voice vote by an overwhelming bipartisan majority of the House.  The House will vote on final passage of the full DoD Appropriations bill at some point on Wednesday, July 24th.

Earlier, Congressman Barrow had introduced legislation, H.R. 2616, to eliminate the civilian DoD furloughs currently taking place within the DoD.  Both that legislation, which would prevent DoD furloughs for the rest of this fiscal year, and Barrow's amendment, which will prevent DoD furloughs for the next fiscal year, will preserve the spending cuts mandated by the budget sequestration legislation, but mandates that the reductions will be made in other places within the DoD budget.
